La posición de Francia sobre el régimen jurídico de las operaciones en el ciberespacio

Abstract:
In September 2019, France has defined its position on the legal regime for operations in cyberspace in the document entitled Droit international appliqué aux operations dans le cyberspace (DIAOC). The DIAOC establishes the conceptual framework, the regime applicable to cyberoperations in times of peace and the law applicable to cyberoperations in situations of armed conflict. The basic principles of French policy are twofold: implementation of International Law and the authority of France, as a sovereign entity, to take political decisions on operations in cyberspace. It constitutes an extraordinarily relevant contribution in a context shaped by the work carried out within the framework of the United Nations through the new Group of Governmental Experts (GGE) and the Open-Ended Working Group (OEWG).
