La neutralidad de la red: contexto jurídico y modelo de ejecución técnica

Abstract:
Network neutrality is a principle closely linked to the origins of the Internet and associated with the foundations of cyberspace. The study of international and national regulations on neutrality reveals certain lacks and dysfunctions. There are two main reasons for this situation: the diversity of regulations and the progressive limitation of the scope and content of neutrality. The analysis of the current technical model of neutrality management illustrates the existence of a set of problems affecting both operators and users. The proposal for a new technical execution model aims to solve this problem. The objective is to reconcile the adequate and necessary technical and legal requirements to give effectiveness to an operative concept of neutrality.
